A property developer’s bid to block the release of a corruption watchdog’s report on decisions at a Melbourne council has failed, just days before the findings were expected to be released.

The Victorian court of appeal on Monday refused an application from the property developer John Woodman for leave to appeal an earlier supreme court ruling, which had dismissed his request to stop the report’s release.
