Victoria will abolish public drunkenness as an offence on Melbourne Cup Day, but Daniel Andrews says the impact on police will be minimal.
Victorian tender documents show the criminal justice response to public intoxication will be replaced with a health-based approach from 7 November. The date coincides with the annual Melbourne Cup public holiday.
